It has been designed to be quick and easy to complete and should be seen as an initial ‘first step’ to indicate the areas where local services are doing well and where more work needs to be done.

It is likely that most places will have a ‘mixed picture’ and the tool helps stakeholders to determine and agree priorities for action.
